Leadership in the council from past to present, The pioneer leadership was a municipal administrator called L Y Ngala, followed by Mangoh Jones Tanko , then Ngarbir Paul Bantar and currently Musa Shey Nfor the organigram (different offices) and functions of the council leadership
Executive of the Council
The executive of the council comprises; the Mayor and his Deputies, the Secretary General and the Municipal Treasurer. They are assisted by the staff in the various departments of the council.
The Mayor oversees the running of the council and determines her focus according to the law enforce, which mandates him to carry out certain tasks. He assigns his deputies to specific responsibilities to which they are answerable. The Municipal Order N°27/2014 spells out the duties of 1st, 2nd, 3rd and 4th deputies as seen in Table below.
The Lord Mayor
The Mayor oversees the running of the council and determines her focus according to the law enforce, which mandates him to carry out certain tasks. He assigns his deputies to specific responsibilities to which they are answerable. The Municipal Order N°27/2014 spells out the duties of 1st, 2nd, 3rd and 4th deputies .
1st Deputy Mayor
- Acts as the mayor in the absence of the substantive mayor
- Preside at council meetings in the absence of the mayor
- Supervises and control council intervention in school- nursery, primary and pre-school establishments
- Supervises and control youth affairs – holiday jobs, youth employment etc.
- Supervises and controls literacy education, technical and vocational training
Any other duties that may be assigned to him/her from time to time by the mayor.
2nd Deputy Mayor
- Acts as mayor in the absence of the substantive mayor and the 1st Deputy Mayor
- Supervises and controls all markets, motor/bus stations and the slaughter houses
- Ensures the effective recovery of global tax
- Ensures the smooth functioning of the Economic and Finance Committee
Any other duties that may be assigned to him/her from time to time by the mayor.
3rd Deputy Mayor
- Acts as mayor in the absence of the substantive mayor, 1st and 2nd Deputy Mayors respectively
- Preside over council meeting in the absence of the 1st and 2nd Deputy Mayors respectively
- Supervises and controls drinking water supply in the municipality
- Supervises and controls and cleaning up of town, streets, roads and public parks
- Monitors and controls the management of garbage and household waste disposal
- Supervises and controls activities in the council forest
- Supervises and controls the council’s environmental plan
- Supervises and controls the caution maintenance and management of council towns, parks and gardens,
- Ensures the smooth function of the environment and natural resources management committee,
Any other duties may be assigned to him by the mayor.
4th Deputy Mayor
- Acts as the mayor in the absence of the substantive Mayor, 1st, 2nd and 3rd Deputy Mayors respectively,
- Supervises and controls Health Affairs, Mutual Health Organisation, Health Centres, Hygiene inspection of food, various enterprises and products etc.
- Supervises and controls social centres, social welfare, relief operations, assistance to needy persons, public cemetery and decent burial of deceased persons
- Supervises and controls women affairs, women groups, cooperative movement
- Supervises and controls traditional opera ensembles, ballets groups and theatre troops.
- Ensures council participation in the organization of sporting competitions
- Supervises and controls the management of the municipal stadium
- Ensures the organization of cultural weeks, traditional cultural events and literacy and artistic competitions in the municipality
- Ensures the organization of local trade fairs and agro-pastoral shows
- Ensures the smooth functioning of the social welfare committee.
Administrative Structure
Nkambe Council falls within the Nkambe Central Subdivision and is the divisional headquarters of Donga Mantung Division. There are 5 subdivisions in the division comprising Nwa, Ndu, Nkambe Central, Misaje and Ako.
Council’s historical background
The Nkambe Division was created by ordinance of the colonial era, emanating from Lagos in 1946 and went operational in 1948, including the Nkambe Divisional Council, which covered the present day Donga-Mantung Division. The councils then were known as Native Authority councils.
The Nkambe Division as the then administrative unit has undergone six distinguishing different eras in its administrative life.
- The first split occurred in 1958 when clan councils were formed, made up of the Warr Council with headquarters in Mbot; the Tang Council with headquarters in Talla; the Wiya Council with headquarters in Ndu; the Mbo council with headquarters in Ngou; the Yamba Council with Mfe as headquaters; the Mbembe Council with headquaters at Ako.
- The second split saw the creation of councils in Nwa, Mbiyeh, Akweto and Warr all in 1963.
- The third phase came about in 1967 with the merger between the Warr council and the Mbiyeh Council to form the Wimbum Council; Mbembe /Misaje Council at Akweto; Mfumte/Yamba and Mbo formed the Nwa Council.
- The fourth phase occurred in 1992 and was effective in 1996 with the creation of the Subdivisions with accompanying councils of Nwa, Ndu, Nkambe Central, Misaje and Ako.
- Nkambe Rural Council then replaced the Nkambe Divisional Council, which continually had its headquarters in Nkambe. During all these periods, the councils were headed by Chairmen, with all executive powers bestowed on the Executive Secretaries. Then came the turn of Municipal Administrators who were mainly Divisional Officers.
- This era was then followed by the nomenclature of Nkambe rural/council and then the Nkambe Council, With Mayors as the heads off the councils.
